Know Your Rights: Hiring a Paver in Pennsylvania
We encourage every homeowner to check any paving contractor before signing, including us. Pennsylvania law sets clear consumer protections under the Home Improvement Consumer Protection Act (HICPA).
PA Attorney General Registration
Pennsylvania's Home Improvement Consumer Protection Act requires home improvement contractors to register with the PA Office of Attorney General. The registration number must appear on contracts, estimates, proposals and advertising.
Written Contracts Over $500
Contracts over $500 must be in writing and signed. They must include the contractor's registration number, a 3-day right to cancel, and the Bureau of Consumer Protection phone number: 1-888-520-6680.
Deposit Limits on Contracts Over $5,000
On contracts over $5,000, a contractor may not take a deposit of more than one-third of the contract price plus the cost of special-order materials. Be alert to pavers demanding half or full payment upfront in cash.
Call PA811 Before Digging
Before digging or excavating driveway sub-bases, Pennsylvania law requires a notification to PA811 at least 3 business days ahead to locate underground gas, power, water, and telecom lines.
PennDOT & Local Township Driveway Rules
A new driveway entrance onto a state road requires a PennDOT Highway Occupancy Permit (HOP). Local roads and stormwater rules are set by each township or borough, so check with your municipality, and we can help you figure out what is needed.
